2013年进入伊拉克开展安保任务的一个中国安保老兵，从最初的“大吃一惊”，到“心疼子弹费”，再到后来“全部豁出去了”……他所经历的这段伊拉克安保之旅，映射的是中国海外安保的一个侧影。

“出了事再解决”

在一些资深的中国海外安保人员眼里，劳动密集型的中企依然在海外普遍存在这样的心理：出了事再解决。比如，一位在非洲参与高铁项目的当地常驻人员告诉笔者，遇到恐怖分子，一句话，“甩开大腿跑路!”这处工地上仅仅只是请了一些非洲当地人当保安，其他安保措施为零。

安保费用花费高昂。这些费用至少包含前期安全评估、人员安全培训、高风险地点营地建设和旅行安全规范，以及整个人员、设施、武器的配备等。以大型国企海外项目的安保预算为例，业内估计至少占到项目总费用的1%~2%。

“专业化的安保服务并不是总是需要，一般是在高风险地区和某个时段才需要。”而这也给一些中国公司带来了侥幸心理，一些企业没有安保预算，甚至没有关心去哪里可以找到专业的安保服务。

多位业内资深人士的共同看法是：在海外安保上，央企做得比民企好，央企中又以中石油为佳，“它的安防体系建设得最早，情报系统也好，因为领导重视。”

这还与中石油进行的海外石油勘探多在政局动荡、安保风险较高的国家和地区紧密相关。以其在非洲乍得湖的一次作业为例，当时作业区域分布着大量的武器弹药和未爆危险品，为此，中石油协调了2支扫雷排爆队伍，以此保证作业正常进行。

危险来临之前不会跟你打招呼

据了解，中国海外安保项目的一般操作模式是，中国安保人员提供最内围的贴身保护，外围则由当地安保公司和警察持枪负责。

例如在伊拉克，通常情况下一个工地项目部安保分为三层：最内层是由8名中国安保人员组成的快速反应小组，位于中间层的是伊拉克当地的雇佣保安，站在最外围门口的则是3到4名伊拉克警察。这种看似严密的安保，在现实中存在不少问题。“本地保安在岗时常常睡觉或者玩手机，只能不断换人，雇佣的当地警察起的作用也很小。”面对这些，张兵只能苦笑。

“而且像中铁建高管遇袭遇难这样的事不是一次两次了，危险来临之前并不会跟你打招呼，安保是不积跬步不成千里，平时小偷小盗不管，最后人家就会来抢劫杀人。”在海外安保人员的心里，安保可以规避重大事故的发生，但许多人却没有真正意识到。
